OVERVIEW The Information Management Unit is responsible for supporting the development of cross-agency information technology solutions. The unit facilitates the identification of user needs and business processes; maps functional and technical requirements to appropriate technology solutions; and coordinates the development and implementation of agreed upon information technology solutions. The unit also identifies linkages for data sharing opportunities between County departments and agencies. Some key projects that the unit has supported include the Los Angeles Service Identification and Referral System (LASIR), Health and Education Local Information Exchange (HELIX), Unique Unified Patient Identifier (U2PI), and Emancipation Services/Independent Living Program (ES/ILP) Tracking Application. PROJECTS Los Angeles Service Identification and Referral System (LASIR) LASIR is being developed as an Internet-accessible application, designed to help Los Angeles County residents, staff, and public/private organizations access information regarding health and human services. Based on answering a series of questions concerning the resident's unique circumstances, LASIR will identify which health and human services the resident may be eligible to receive and where to go to apply for the services. The proposed technology solution is needed to support the delivery of integrated multi-agency services and promote the sharing of data between health and human services agencies. The program
and/or service identification information may include: 1) a comprehensive
description of the programs or services for which the client may
be eligible; 2) street addresses, GIS-based mapping, and driving
directions to the specific location where the client may apply for
the identified services; 3) a list of required documentation and
forms needed to apply for the services; 4) relevant telephone numbers
and contact persons; and 5) direct links to other websites that
offer related types of information. Health and Education Local Information Exchange (HELIX) The Health and Education Local Information Exchange (HELIX) is a publisher/subscription data and information exchange system that accepts data from a number of agencies and then publishes specific data that is needed and requested by various authorized subscriber agencies. Publishers are agencies that provide data elements to be shared. Subscribers are agencies that need data elements from other agencies. HELIX facilitates the sharing of health and education information, to the extent permitted by privacy and confidentiality laws, between agencies that are charged with the care and well-being of children, including the Department of Children and Family Services, Probation Department, Department of Mental Health, Department of Health Services, Los Angeles County Office of Education, Los Angeles Unified School District, and other school districts. HELIX will also provide caregivers and service providers immediate access to a child's health and education records via a web portal. Service providers will have the ability to view necessary records and update a child's health and education information. Unique Unified Patient Identifier (U2PI) On December
17, 2002, the Board of Supervisors adopted the County Strategic
Plan developed by the County Guiding Coalition, of which both Dr.
Thomas Garthwaite, director of the Department of Health Services,
and Dr. Marvin Southard, director of the Department of Mental Health,
are members. Dr. Garthwaite is the executive sponsor for Goal 7
of the Strategic Plan which includes Strategic Goal 7, Strategy
1, Objective 1 (SG7.1.1):
This single
identifier described in SC7.1.1, to be used commonly among DHS and
DMH, has the working name of Unique Unified Patient Identifier (U2PI).
It represents a critically important first step towards the efficient
delivery of coordinated and effective health services to the residents
of Los Angeles County. The U2PI developed
under SG7.1.1 will serve as a foundation for Strategic Goal 7, Strategy
1, Objective 2 (SG7.1.2):
Emancipation Services/Independent Living Program Tracking Application The Emancipation Services/Independent Living Program (ES/ILP) Tracking Application will improve the sharing and tracking of foster and probation ES/ILP data. In addition, the ES/ILP Tracking Application will help maintain ES/ILP information in a consolidated database, and enable the Department of Children and Family Services, Probation Department, as well as other County and non-County agencies the ability to track ES/ILP services, perform data analysis, and generate various state and County required forms and management/performance outcomes reports. The goal of this project is to assist ES/ILP workers (users) with tracking and reporting the status of ES/ILP youth as the youth transition through the program. The technology solution will be designed to receive and aggregate data from three existing case management systems and allow for the input of new or modified data by multiple users via the Internet.
