- Health
and Human Services Contract Language
The following contract simplification activities were pursued
to ensure that contracts support the achievement of the County's
vision for children and families, and encourage and support optimal
provider performance:
- Preamble
for Contracts and Request for Proposals (RFP): The Preamble
for health and human services (H&HS) contracts and RFPs
was developed to ensure that contracting partners adopt and
adhere to commitment to cross-agency focus on improved outcomes
for children and families in Los Angeles County.
- Common
Repository for Contracting Language: The Service Integration
Branch (SIB) is the common repository for H&HS standard
contract language, which will benefit departments/agencies,
as well as community partners wishing to access County contracting
information/language. The SIB H&HS website is linked to
the contracting website maintained by the Internal
Services Department (ISD) and the ISD website is linked
back to SIB.
- Distinction
between Contract Auditing and
Contract Monitoring: To be
of assistance to community partners, definitions have been
drafted that distinguish between the financial auditing and
the contract monitoring processes.
- Supplemental
Glossary of Terms: A supplemental glossary of terms had
been drafted that contain definitions and department/agency
descriptions not contained in the County Sample Contract,
to be of assistance to contractors and entities which may
wish to contract with the County.
- Contracting
Information Resource "Business" Card: A business
type/size information card was drafted for distribution to
community entities interested in obtaining information about
contracting with the County. The information card contains
the web address and contracting information found on the SIB
and ISD websites (i.e., H&HS contacting language which
differs from the County Sample Contract; Sample Standard Contract
Terms and Conditions; Vendor/Provider Registration; Contracts
Available for Bid; Goods and Services the County Buys; County
Business Requirements for Vendors/Providers; Disposal of County
Surplus Property; Links to Other Government Resources; and
The Office of Small Business).

H&HS Contracting Language Matrix: H&HS departments/agencies,
have agreed that, to the extent possible, they will modify
their RFP's/contracts to follow the Table of Contents in the
County Sample Contract, to enable proposers/contractors to
more easily navigate these documents. Additionally, H&HS
standard contracting language, which differs from that of
the County Sample Contract, has been input to a matrix and
posted on this website, for information/ease of reference
for County staff, community partners, potential bidders, and
contractors.
- Sample
County Contract with H&HS Contracting Language Matrix:
The H&HS Contracting Language Matrix (H&HS Matrix)
paragraphs were inserted into the matching paragraphs of the
Sample County Contract (SCC) to enable County staff, community
partners, potential bidders and contractors to have access
to the H&HS Matrix and the SCC in one document.
- Accessing
Health and Human Services Programs - Most Commonly Requested Documents
(MCRD)
The MCRD is a two sided information sheet that provides a list
of the most common County administered programs/services and the
documents needed to apply for those programs. One side of the
document lists the program/services and the other side provides
website information and toll-free phone numbers to access the
documents needed. The MCRD is available in English and the following
languages: Spanish, Armenian, Cambodian, Russian, Chinese, Korean
and Vietnamese.
- Universal
Face Sheet (UFS)
The UFS, currently being piloted, contains identifying core customer/family
history and factual information that is required by most health
and human services providers to complete the intake process. The
UFS has been designed to: create a common service application
tool across departments/agencies; establish a uniform process
for gathering needed information at the first point of contact;
streamline the referral process across agencies; serve as a universal
top sheet document in County health and human services client
records; and present an opportunity to contribute to the establishment
of requirements for an automated eligibility determination application.
- Integrated
Family Services System (IFSS)
The charge of the IFSS Design Team is to develop a proposed IFSS
to establish a more holistic service delivery approach, and comprehensively
integrate services provided to children in out-of-home care, and
to families receiving two or more of the following services: CalWORKs
(DPSS), Child Protective Services (DCFS), Mental Health (DMH),
or Juvenile Probation (Probation Department). The development
of the IFSS should improve outcomes for children and families
in the target populations by structuring the human services delivery
system to respond to their needs in a holistic, integrated, and
individualized manner, which, in turn, builds on the strengths
of each individual child/family.
- Revenue
Maximization Plan
- SIB is
coordinating the leveraging activities between departments,
agencies, and commissions to support multi-agency funding
for program services, and will provide training opportunities
for fiscal and program staff.
- The
CAO is continuing to explore the possibility of initiating
an annual Revenue Cycle, focusing on revenue activities and
leveraging opportunities. In February 2003, the Revenue Maximization
Task Force was convened, with department/agency H&H financial
and program experts, to focus on Medicaid Administrative Activities
(MAA)/Targeted Case Management (TCM).
