LIBRE is a network of providers who meet immigrants and workers where they are, to achieve community-based public benefits enrollment. The LIBRE project is a budding collaboration between benefits enrollers, legal services providers, promotores, community outreach groups, and community clinics to educate and enroll people in Calfresh and Medi-Cal, and screen and link people to other economic assistance programs, including cash aid, disability benefits, and tax assistance.
LIBRE partners create a ‘no-wrong-door’ network by which people can receive: assistance in understanding what public benefits they may be eligible for, access to legal services should they have questions, and enrollment in the full array of benefits available to the individual and their family.
The collaborative will focus its efforts on immigrant families and essential workers who underutilize benefits and resources to which they are entitled because of public charge fears and other stigmas and knowledge gaps about receiving public benefits.
During the pilot phase of the LIBRE Project, the collaborative will develop and grow a formal network of trusted-messenger partner agencies engaged in comprehensive public benefits screening and enrollment that connects vulnerable individuals and families to a sustained safety-net system.
Milestones may include:
- Holding regional convenings of partner agencies to share challenges, best practices, and engage in unified messaging
- Launch of a website that will allow people to self-refer for LIBRE services and make referrals by promotores and legal aid extremely easy. It will also serve as a data collection system on the back end, tracking inter-agency referrals
- Creating shared culturally and linguistically appropriate outreach materials utilized across partner agencies.
- Solidifying regional networks, establishing shared evaluation metrics, institutionalizing the LIBRE network.
- Formalizing expanded partnerships with government agencies to create a truly comprehensive and regional network across the County.
Metrics for Success
The network will measure its success based on the number of people that interact with the network along with the number of benefits procured or retained. Similarly, many of the partner agencies participate in the LA County Department of Public Health (DPH) Children’s Health Outreach Initiatives (CHOI) Program, supporting health insurance enrollment for low-income children. The CHOI Program has its own mechanism for tracking success that will be leveraged to ensure comprehensive tracking across programs.
Potential Metrics Include:
- Total benefits received across programs
- Number of approved applications
- Successful retention interventions
- Number of people served
- Linked referrals to other services (cash benefits, work source, WIC)
