A community member stands outside Earl's, promoting local business and resilience in Los Angeles County. American Rescue Plan Act
Explore the Data

The CEO’s Anti-Racism, Diversity, and Inclusion (ARDI) Initiative team, in partnership with internal County Departments and external community partners has developed a series of tools to democratize data on communities most impacted by COVID-19 and the American Rescue Plan (ARP) Act programs and services developed to serve them. ARDI has developed the following data tools to help County Departments comply with federal mandates and the Board’s vision for equitable implementation of the American Rescue Plan Act of 2021. For more information on the Board’s vision for an equitable recovery, visit here.

Project Dashboard

The ARP Project Dashboard reports the County’s ARP expenditures and outcomes by project and department. As projects launch, the Dashboard is updated with data on the amount allocated, use of ARP funds, projected outcomes, number of residents served, jobs created, grants provided, and outcomes achieved. The Dashboard features equity metrics, including but not limited to the percentage of funds allocated to highest need communities. The Dashboard also features project descriptions and goals and objectives of approved projects.

Equity Explorer Mapping Tool

The Equity Explorer Mapping Tool allows users to explore census tracts throughout Los Angeles County to identify areas of the highest need based on populations disproportionately affected by COVID-19 prior to embarking on project design by either using the map or a series of filters. The tool utilizes the COVID-19 Vulnerability and Recovery Index to stratify County cities and communities into five need tiers ranging from highest to lowest need based on COVID-19-related risk, severity, and recovery need indicators. The Equity Explorer also features economic, health, environmental, education, demographic, and justice filters that allow users to access summary statistics for geographies down to the census tract level. For instructions on how to utilize the Equity Explorer and its copious features, click the “Documentation” button on the right-hand corner of the Equity Explorer application. Users can export data from the Equity Explorer by clicking the Data Table icon to the left of the Documentation button.

The Equity Explorer continues to improve over time. Please check regularly for updated layers, data, and features. For more information on the Funding Formula and LA County’s COVID-19 Vulnerability and Recovery Index, please see the August 13, 2021 Report to the Board of Supervisors here.

COVID-19 Vulnerability and Recovery Index Dashboard

The COVID-19 Vulnerability and Recovery Index helps to identify the communities most impacted by COVID-19 and those facing the greatest adverse outcomes related to COVID-19 case rates and myriad economic, health, and social factors. This index was mapped to help identify COVID-19 risk, severity, and recovery need, and provides data to reach those most impacted by the pandemic.

For more information on the Funding Formula and LA County’s COVID-19 Vulnerability and Recovery Index, please see the August 13, 2021 Report to the Board of Supervisors here.
