
The Office of Budget Policy and Revenue Alignment (OBPRA) focuses on optimizing County revenues to strengthen Los Angeles County safety net services.

The OBPRA team identifies areas where Board of Supervisors’ priorities align with trends in the state and national political and economic environments, then collaborates with County partners to maximize revenue, streamline operations, and assess structural risk. Since commencing work in 2024, OBPRA has:
- Spearheaded efforts that produced over $100 million dollars in financial benefits to the County.
- Drafted proposed legislation to fund care for people with serious mental health issues.
- Quantified risks to federal funding posed by executive orders, new laws and regulations, and the government shutdown, using new data tools and legislative and legal analyses.
- Partnered with Chief Executive Office teams from Legislative Affairs, Budget and Operations Management, and Poverty Alleviation as well as County departments to develop risk mitigation strategies, including related to H.R. 1.
- Collaborated with local hospitals to develop budget stabilization strategies in response to H.R. 1 and implement Measure ER.
OBPRA’s work assembling and searching large data sets is supported by County-approved AI systems when beneficial; rigorous quality checks and verifications are employed to ensure accuracy.
