County boundary changes, annexations, detachments and sphere of influence
The Chief Executive Office has primary responsibility to coordinate and process proposals for boundary changes, city-county annexations, sphere of influence amendments and special district organizational changes that impact the County. The Office of Unincorporated Area Services reviews each application submitted to the Local Agency Formation Commission (LAFCO) requiring County action to determine operational and financial impacts to the County and to negotiate the property tax transfer resolution for each proposed organizational change.

Annexation and Sphere of Influence Policy
In 2003, the Board of Supervisors adopted an Annexation and Sphere of Influence Policy to guide County staff in their response to annexations, boundary changes, and sphere of influence proposals pursued by cities and special districts. This policy serves as a guide in the negotiation of property tax transfers and to promote the ability of residents and other stakeholders of unincorporated communities to determine their own form of government.
