Mobility Justice Series
On November 16, 2021, the Los Angeles County Board of Supervisors adopted the motion authored by Supervisors Solis and Hahn, Decriminalizing Mobility Through Implementation of the Vision Zero Action Plan. In response to this motion, the Chief Executive Office, through LA County’s Anti-Racism, Diversity, and Inclusion (ARDI) Initiative, developed and released a Decriminalizing Mobility Report that detailed recommendations the County could take to amend its ordinances, mitigate the impact of law enforcement stops, and provide resources to advance equity in mobility.
This culminated in a second motion authored by Supervisor Solis and adopted on August 2, 2022, that directed CEO-ARDI and the County to implement those recommendations. ARDI continues to implement the recommendations detailed through a series of Report Backs to the Board.
In furtherance of this effort, we are excited to launch the Mobility Justice Series, designed to create space for dialogue, collaboration, and the elevation of community voice relevant to advancing mobility justice. Mobility justice aims to ensure everyone can move freely and safely, access essential services, goods, information, and locations by minimizing barriers due to race, ability, or other factors.
Documentary Screening, Data Exhibit, Panel Discussion, and Community Listening Session
The series will feature a screening of Yolanda Davis-Overstreet’s documentary, Biking While Black: Continuing to Ride through Decriminalization, Disenfranchisement, and Gentrification.
Please join us for refreshments and a data exhibit before we jump into the screening of the documentary, followed by a panel discussion and community listening session where we will have a dialogue around what is needed to advance mobility justice in our communities.

The data exhibit will feature mobility justice posters and networking with local community-based organizations and LA County departments whose work focuses on equitable mobility investments.
The panel discussion will explore key elements of the film and how biking safety impacts vulnerable communities throughout Los Angeles County. A community listening session will focus on restoration—connecting residents with County Departments and CBOs—and amplify solutions to improve the health and safety of communities.
