American Rescue Plan (ARP) Preliminary Evaluation Progress Report

Building the Foundation for an Equitable Recovery

The Preliminary Evaluation Progress Report was conducted during active implementation of ARP projects and reports on preliminary findings through September 2025 to track early progress.  Projects were categorized into five strategic themes that address critical aspects of the pandemic recovery:

Housing and Homelessness

Health and Wellbeing

Community Development and Support

Economic and Workforce Development

Justice Reform and Public Safety

A caregiver and child share a moment at a playground, both wearing masks, highlighting community safety and connection.

These themes organized the analysis of the pandemic’s negative impacts and the ways in which residents’ lives were improved through the project implementation. The report documents infrastructure, tracks early progress, and provides preliminary milestones and emerging lessons to demonstrate:

1

how the County successfully deployed $1.95 billion in federal funding

2

ways in which residents’ lives were improved through current and ongoing project implementation

The evaluation also provides an overview of all 116 projects’ goals and funding allocations, project designs, alignment with the U.S. Department of the Treasury (Treasury) ARP guidelines and Board requirements, and preliminary data.

Final ARP Evaluation

ARDI will release the final ARP evaluation in early 2027 once all ARP projects have completed, allowing for a full assessment of data, lessons learned, and measurable improvements in the lives of County residents.  The report will assess: 1) comprehensive outcomes and long-term impact; 2) conclusive results and measurable improvements; 3) the full impact on residents’ lives; and 4) lessons for future investments.

Findings will cover:

  • Who benefited from ARP projects and funding;
  • How well ARP-funded projects reduced health, economic, and social disparities; and

The lessons learned through the implementation of ARP projects that can inform future County efforts.
