American Rescue Plan (ARP) Preliminary Evaluation Progress Report
Building the Foundation for an Equitable Recovery
The Preliminary Evaluation Progress Report was conducted during active implementation of ARP projects and reports on preliminary findings through September 2025 to track early progress. Projects were categorized into five strategic themes that address critical aspects of the pandemic recovery:
Housing and Homelessness
Health and Wellbeing
Community Development and Support
Economic and Workforce Development
Justice Reform and Public Safety

These themes organized the analysis of the pandemic’s negative impacts and the ways in which residents’ lives were improved through the project implementation. The report documents infrastructure, tracks early progress, and provides preliminary milestones and emerging lessons to demonstrate:

how the County successfully deployed $1.95 billion in federal funding

ways in which residents’ lives were improved through current and ongoing project implementation
The evaluation also provides an overview of all 116 projects’ goals and funding allocations, project designs, alignment with the U.S. Department of the Treasury (Treasury) ARP guidelines and Board requirements, and preliminary data.
