Master Agreements
Master Agreements (MA) are utilized when the County desires a list of pre-qualified vendors to perform various services, on an as-needed basis. Vendors have the opportunity to submit their qualifications through a solicitation process, Request For Statement of Qualification (RFSQ). Vendors who meet the minimum qualifications identified in the RFSQ and accept the terms and conditions of the MA become County contractors in the specific category for which they qualified. As services are required, MA contractors are solicited in the categories for which they are pre-qualified. Work or purchase orders are typically awarded to the lowest priced, qualified bidder, unless the work or purchase order solicitation identifies other specific evaluation criteria.
The County’s Chief Executive Office has released a Request For Statement of Qualification (RFSQ) to identify qualified vendors for the American Rescue Plan (ARP) Support Services Master Agreement.

Program Description:
The Small Business Mobility Fund provides flexible capital to entrepreneurs and small businesses most impacted by the pandemic. The Mobility Fund will offer three core programs:
A “Launch” grant program for aspiring entrepreneurs, newly started small businesses and microbusinesses, who will be eligible to receive grants ranging from $1,000 to $10,000. Qualifying expenses are meant to cover a range of start-up costs, including, but not limited to: licensing, working capital, marketing, relevant business software, equipment, and rent.
A “Growth” revolving loan fund for more established small businesses, who will be eligible to receive low-interest loans ranging from $10,000 to $50,000. Qualifying expenses will need to be supported by a specific business development plan, but will be flexible in scope, including, but not limited to: expenses like tenant improvements, training, enhancements to existing business operations, pursuing certifications, equipment, marketing, and products/service launch costs.
A “Formalization” grant program open to the County’s street vendors, who will be eligible to receive grants of up to $5,000 for various compliance-related costs and business needs, including but not limited to: permitting, purchase of carts, required licensing, food manager or handler certification and merchandising and costs related to operating their businesses.
By filling critical capital access gaps experienced by underserved small business owners, the Mobility Fund will support the long-term growth, financial sustainability, and resiliency of micro and small businesses.

Program Description:
The purpose of the Financial Coaching Partnerships project is to establish a network of financial ambassadors to provide financial coaching and debt avoidance services to most in-need residents of Los Angeles County impacted by the COVID-19 pandemic. This project will invest $1.2 million to expand access to the Financial Coaching Certification Training (FCCT) Program to nonprofit service providers to support Los Angeles County residents in their economic recovery and long-term economic mobility.
Grant Eligibility Requirements:
The program will target Los Angeles County residents with income levels at or below 80% AMI. Program participants selected will be services providers who specifically focus on Limited English Proficiency (LEP) populations increasing the likelihood that financial coaching can be provided in a linguistically appropriate and responsive way.

Program Description:
DCBA’s Center for Financial Empowerment will partner with community-based organizations with Domestic Violence subject matter expertise to award $2,500 grants to cover relocation expenses, medical bills, and other cost necessary to bolster financial independence. ARP funds will support the economic recovery and independence as a focus for intervention.
Awarded agencies are expected to service 500 Domestic Violence survivors.

Program Description:
The Sidewalk Vending Collaborative for Health, Safety, and Economic Mobility (“Street Vending”) project aims to close gaps in financial opportunity and mobility for predominantly informal segment of the regional economy – workers engaged in sidewalk vending. In partnership with community-based organizations that work closely with street vendors, we will establish a County Street Vending Ordinance with the Board of Supervisors and a County-led permitting process that will provide a legal pathway to street vending, launch a marketing and outreach campaign with technical assistance to provide vendors with information and support related to this ordinance and public health and safety regulations, and create and provide access to affordable code compliant food carts. Across the lifespan of this project, we will engage 5,000 street vendors from historically underserved, marginalized, and COVID-19 impacted groups with information as well as support 500 new permits and distribution of 200 code complaint carts and establish a framework that can support all countywide street vendors in a more formal and vibrant street vending economy.

This grant opportunity will be available to mom-and-pop landlords in highly and disproportionately impacted communities by the pandemic for the purpose of providing assistance with COVID-19-related mortgage and/or utilities debt as it relates to delinquent/outstanding rent payments from its tenants. Program Description:
Grants starting at $15,000 for Licensed Child Care Centers or Family Child Care Home operators located in Los Angeles County (excluding the City of LA) with an active license.
- Applications will be sorted by need tier; eligible applicants located within the Highest Need tier will be funded on a rolling basis during the application period. Should grant funding remain at the end of the application period, eligible applicants will be funded by descending tier (high, moderate, low, lowest); a lottery will be held if there is insufficient funding to provide grants to all eligible applicants within the next tier.

Program Description:
The COVID-19 pandemic has been devastating for small businesses, particularly small, black, indigenous, people of color (BIPOC) owned businesses and non-profits that serve our most vulnerable populations. Los Angeles County is also home to the largest concentration of minority‐owned businesses in the United States. Of the 244,000 small businesses in the County, more than 55% are BIPOC-owned. Over 93% of all businesses in the County have 20 or fewer employees and COVID‐19 has affected these small businesses disproportionately. In addition, businesses, community-based organizations (CBOs), and nonprofits impacted during the pandemic, in the highest, high, and moderate vulnerability index areas, faced additional barriers in the recovery process. The Department of Economic Opportunity (DEO) has created the Economic Opportunity Grant (EOG) program, which integrates the following grant programs through a single streamlined online application process: (i) Keep LA Dining, (ii) LA Regional COVID Fund: Small and Microentrepreneur Grants, (iii) LA Regional COVID Fund: Nonprofit Grants (iv) Youth Workforce Development Partnerships, and (v) State of California Microbusiness Covid-19 Grant of $12.6 million targeting microbusinesses.
The priority of the EOG will be to address the barriers faced by small and microbusinesses, particularly those in the highest and high tiers of need. However, businesses located in moderate COVID-19 impact areas are also serving under-resourced communities and may have barriers that more closely relate to businesses located in the highest and high tier areas. As a result, the EOG will also serve those businesses on a third priority tier. In summary, the online EOG application process will provide ease of access to much needed capital to support small businesses during the post-pandemic recovery process. And to ensure the program is reaching those in most need, grants will be distributed in rounds to allow for directed and focused outreach strategies and ongoing refinement of those strategies.
